Recruitment of academic staff

    2. Recruitment

    Within the scope of human resources law, there are several matters regarding the recruitment of mid-level academic staff that must be decided by the TUM Executive Board. These matters are first reviewed by TUM Human Resources to ensure their conformity with legal requirements, then submitted to the president's advisory team for human resource matters relating to mid-level academic staff. The advisory team then formulates a recommendation for the TUM Executive Board, which makes the final decision.

    a) Fixed-term employment

    Information on the statutory provisions governing fixed-term employment can be found here.

    Once a candidate has been selected, required paperwork must be submitted to the TUM Human Resources unit responsible for the respective campus at least six weeks before the intended start of employment (Munich: Unit 21 and Unit 22, Garching: Unit 23 and Weihenstephan: Unit 24). A checklist of required documents can be found on page 4 of the “Employment Proposal” form (“Einstellungsvorschlag”). Please note that the submission of all forms and documents listed is mandatory for processing the employment proposal. Due to the large number of submissions, the TUM Human Resources team cannot partially or provisionally process incomplete submissions.

    Due to mandatory legal requirements, the submission of recruitment documents or documents for extension is currently still required in paper form including an original signature. These documents form the basis for recruitment in the government sector and its funding from public funds. Their suitability as a legal document and relevance under labor law is, therefore, of particular importance. Despite considerable legal and technical hurdles, we are continually working on the digitization of our processes and a legally compliant technical solution for replacing original signatures in a number of digitalization projects. As an example, when hiring or extending the contract of a Student Assistant, the original signature will soon be replaced by a qualified electronic signature. Here, restrictions due to the requirements of external bodies such as the State Finance Office come into play, as it still requests paper documents with an original signature. 

    If the job advertisement has been published externally, you must comply with the procedures described under “Job advertisement – Inclusion of disabled persons – Inquiry at the Federal Employment Agencies” (Stellenausschreibung - Fürsorge für Schwerbehinderte - Anfrage bei den Agenturen für Arbeit").

    Please note that appointments to permanent positions (budget items) always require the approval of the relevant TUM School.

    b) Permanent employment

    The approval of the TUM Executive Board is always required for the permanent employment of a person in academic service (for further information see the “Decision of the TUM Executive Board 22 July2025”). The application (including employment documents) must be submitted via the Dean's Office using the designated form to the TUM Human Resources unit responsible for the relevant campus (TUM Human Resources – ZA 2 (Munich: Unit 21 and Unit 22, Garching: Unit 23 and Weihenstephan: Unit 24). An essential prerequisite for approval of permanent employment in mid-level academic staff is compliance with the structural plan of the relevant TUM School approved by the TUM Executive Board.
